The method was initially developed for the Portuguese Development Co-operation, and is now used for local-government projects in Portugal. A special cascaded training programme was designed and implemented for the Open Society Institute (OSI) in 2000-2001: as a consequence, the method was cascaded in several countries in Eastern Europe.

DESCRIPTION:

MAPA is based on the PCM and on participatory planning and evaluation. Its specific characteristic is the parallelism of planning and evaluation workshops: this way, any in-curso participatory evaluation can be used to plan following activities.
