DESCRIPTION:

Process is more and more frequently identified as essential to development projects. The process needs to embed the stated values of the project, and to contribute to the outcomes by using methods that are consistent with these values. Practitioners say that "the process matters 80% in a development project" - HOW things are done is fundamental. At the same time, they add that unless some agreed outcomes are reached - even if these outcomes have a smaller impact, of maybe 20% - it is the outcome that validates the process. It is therefore important to identify valid outcomes - and to focus on the way to achieve them.

Few handbooks focus on the process as such. True, the materials describing participatory tools are actually describing mostly the process and the quality requirements for it to be valuable.
